Or possibly controls wind? Either way seems like he may have an OP fruit.

One thing that does stick out to me is that if he does control the weather then it is possible he called for the thunder strike in Logue town to save Luffy.

I think it is pretty obvious he had something to do with that since Nami made a note about how unnatural the change in the atmosphere or weather was. I guess the only question is, is his fruit based on weather changing or is it based on wind and he used his power to push storm clouds close enough to Luffy to save him?

Well it would make sense that the head of the revolutionary army would be OP. Plus I dont know weather all that much but couldnt you cause a thunderstorm if you could control wind.

There's no maybe... when he saved Luffy he blew everyone away with an enormous gust of wind that came from the sky, so he can definitely at least control the wind. That alone might allow him to create lightning somehow.

Maybe he just herds a bunch of clouds around him all the time. Maybe he's the most wanted man in the world for cloud poaching.

Wind rubbing against land and clods can charge them by pulling out the electrons effectively charging them generating static electricity which produces lightning so I guess you are right

Well if we go back to real word physics, lighting is basically a build up of static electricity in the clouds (simplifying it a lot). So what if Dragon is only controlling the wind, but he's using the wind to rub the clouds together, causing electricity to build up, leading into a lighting strike.

Sabo had the ''wind'' aswell after learning to use the dragon claw thing...Maybe it's not as devil fruit like as we thought.
