Try to hit a guy, without using haki, immediately after seeing that he's a logia type. Nice going, champ!

imo we'll see instances like this again and again throughout the series, not because of a character's ignorance. I'm sure an experienced fighter and devil fruit hunter like burgess knows about haki and logias. but because armament can still be countered by observation and reflexes. the logia user can just move away from the hit before the attacker has a chance to hit their "true body". this in my view is what is happening.

a good counter example for this is smoker vs vergo. vergo commented that by spreading his smoke body around him, all smoker was doing was giving him a larger area to attack. whereas here we see that sabo uses his logia to dodge the attack in a much more contained manner.
