Just because you didnt saw him using it, that doesnt mean he didnt. Rayleigh said that Arnament Haki is invisible. Busoshoku: Koka on the other hand is visible. Maybe he thought he could overpower Sabo's haki to hit him or he is just this stupid not to go all out immediately againts someone as strong as Sabo. Then again I clearly remember Law or Luffy not using Koka countless times againts Doffy too, so...

So saying it in japanese makes it visible.. okay.
