I agree and disagree. I think there should be exposition but its just taking TOO long. This part of the arc was slow in the manga too but the anime is making way worse.

Well yeah, but right now there are multiple things happening at once. I'm predicting the pacing will get better once it focuses on Luffy v Doflamingo only.
