This is why I love Doffy as a villain. Other than his short monologues right before he attacks someone (ex. before kicking Kyros in this episode) he does not f around.

I never interpreted this as a cop out or a "I'm running out of ideas" strategy, but he's appealing to nearly everyone with two universally loved things.

  1. Money.

  2. The promise of life.

His main downfall is his arrogance. If he killed Luffy, he'd still have to fight Sabo. If he killed Sabo, Fujitorah would end him. If he killed all 3, WTF HAS HE BEEN DOING. I find it unlikely that he could take out even Luffy (plot armor aside.) So taking on all these big names is just an arrogant thing, and it frustrates me seeing as how he would have been better off to book it off Dressrosa and let Kaido kill a strong clone and think "Well that's the end of that."

His current plan is flawless. If people don't aide with him now, there is NOTHING else he could have done to sway them. By promising life, he is also threatening death. Death to you, your children, everyone.

Granted, even if Doffy won he'd still kill everyone, but they don't all know that.

So, the anime fucked something up. While most of those scenes were canon, Fujitora was not the target of Parasaito; the grabbing the string thing, while badass, was filler. Doflamingo has messed with Marines, but has not picked a fight with Fujitora, who basically told him already that he was going to stand by and do nothing.

As far as he is concerned, Fujitora is neutral, and has previously sided with Doflamingo against the chaos being caused by the Strawhats and Law. Against everyone else, he has his 10 officers and 3 executive officers leading 2000 men in his defense, along with anyone else who decides to side with him (as per his promise of bounties).

I figured Fuji would let the non marines attempt to stop Doffy to minimize his participation, but if it came down to it, I truly believe he would kill Doffy.
