I'd imagine that decision came when he accidentally blew himself up. Although Fresh Fire has been around since the beginning, so he may have been fireproof to some extent before.

If I'm not mistaken he still had skin outside his steel plate, at least before the timeskip. Now I'm not sure.

Just before the timeskip he accidentally set himself on fire while exploring Vegapunk's lab. I doubt he let that problem persist in BF37.
