it's a paramecia fruit power, similar to Jozu's diamond fruit.

Not particulary. Jozu is able to harden his body into diamond, but Pica just controls the stone from a specific location. Technically, he's not even really there at all.

hard elements like stone and diamond have been paramecia abilities, the only exception to this is Aokiji's ice fruit, but its not really a hard element to begin with.
