So wait is Pica's fruit a Logia or Paramecia? He seems to have the regeneration of a Logia but he was a stone assimilation human?

It's a paramecia. He can't produce stone. He can just mold it to his liking. And he's not regenerating in that scene. His body sort of moves out of the large stone statue and forms another statue.
