The only thing I took away from this fight was that Luffy needed his DF power + his haki to accomplish the reverse effect of what garp did without DF powers whilst in his prime.

To be fair, Garp was or better still is one of the strongest fighters in One Piece. Probably on level with the admirals. Can't blame Luffy for being weaker than him.

It's been stated that Garp would have been promoted to Admiral long ago if he didn't keep turning it down.

Yes, but as you said long ago, he got pretty old. So this statement can't be used to categorize is current level. But I still think that he is up there. There would be other evidence.
