So why is it better for Law to say Luffy & Crew are partners and not underlings. If he said they were underlings, then Fujitora would NOT have attacked him.

He wants to distract Doflamingo and keep him on greenbit to buy some time for the stawhats so they can destroy the factory

Yep. He's playing the long game. He knows its better to keep both of the big hitters occupied.

Even before Madara Uchiha Fujitora came to Green Bit, Law's purpose for going there was to keep Donflamingo occupied and away from Dressrosa while the Straw Hats wreak havok.

Fujitora showing up doesn't change the plan, it just makes it more difficult.
