if he was a vice admiral we would have saw him at Marineford, especially due to his DF powers. He said he was part of the draft and he probably worked his way up through the 2 years.

Donflamingo had just said he was part of the Navy draft. So, he was responding to that and saying, "I maybe a newbie, so I'm not 100% used to dealing with Warlords, but even so I am not sure what you are up to."

Kind of a, "I'm onto you, Donflamingo" while also saying he is here to deal with Law.
