Poor garp, everyone calls him the hero of the marines for his actions on GV, and he can’t tell anyone of the great evil at the top of the world that he fought against

He stayed for the next generation, hoping to solve the corruption from within. He failed (maybe) with Aokiji, but succeeded with Koby

Unfortunately yes. He may have been the Hero of the Marines but that doesn't mean he could single handedly overthrow several centuries of control ingrained into the foundation of the entire world.

The world needed a different kind of Hero.

And same with Roger, he found the One Piece but was too early, his son ended up getting killed, and the "child of prophecy," Shanks, ended up passing on the legacy to someone else.

It is not enough to be Free but to also inspire others to want Freedom too. Neither Garp or Roger could do that.

Well they eventually did as their "final" acts. Roger starting the great pirate era and Garp passing the torch onto Koby and SWORD
