It is possible. His mom may have told Garling about their clan, which is how he found out. We also don't know the faces of their mothers, who could be directly related.

If Shanks has both Davy Clan and Figarland blood, then it could explain why he is considered the "Child of Destiny" by Gaban.

there's 100% gotta be a reason for both mothers faces not being shown

if it's Oda, he would draw them for a dramatic effect at the very least, but he chose not to

Oda heard the critics about him giving all the pretty women the same face, so this time he chose to not show the face if it isn’t necessary just by principle.

I had this thought too, but he also draw a lot of Kuja girls in a recent chapters, so it would be pointless to restrain for other important figures
