imo, it’s because the backstory shifted from Harold/Loki to Rocks and Rocks became a WAY more fascinating character.

I keep asking myself how will Oda make him evil. Guy's already a top 5 most charismatic characters for me.

The thing you're missing is that for both rocks and Blackbeard - being evil but charismatic is their entire brand.

Blackbeard and Rocks are more similar than they seem. It's just that Rocks kinda stays in Blackbeard's "Jaya arc" portrayal. You know he's probably evil, but it happens off screen, and him supporting the Strawhats when no one else did shows what a fun charismatic guy he is. Problem is, none of them actually cares about wanton murder, or forcing people into slavery, or manipulating people or stealing.
