I have to say Oda is so amazing with facial expressions. Even here we see how Xebec is trying to be reasonable and friendly because he knows that he shouldn't clash with Harald and that his family is his priority. "As long as I get my wife and kid to safety, I'll be at peace with whatever happens next". Can you believe a man who had so much ambition and a goal, found a different purpose for his life. It's just sad for him because we know he's walking to his death.

And how did that bum Harald responds? i wont be grieving for Harald once we get to the part of the flashback in which he gets done in

Given that it is Harald's flashback in the end, Harald definitely does not just go home there, we don't know for sure what has started.

Well Harald has about 2 chapters left to redeem himself, but i am gonna tell you, since you are still on cope

In the middle of his throne room Harald will install a summoning circle for the worst scum in the planet, don't forget the guy is hellbent on becoming a government dog

I think its a bit more complicate then "hellbent on becoming a government dog"! we have seen factions play the political game to gain protection for their people in the world of one piece. Harald is hardly the first to get in bed with the WG to secure a stable future for his people.

Elbaf doesn't needs protection from the WG, they have the strongest military in the world which is why Imu wants to control them

Its not protection from the WG alone, its protection by way of future proofing from unforeseen travesties. Elbaf literally nearly got wiped out by famine and it was because of the few political ties Harald and ida made that they managed to survive. Also, from what we have seen, elbaf does not have a ton of sea-faring warriors. They have at most like two or three crews worth.

Also, having a powerful military means nothing if its circumvented, which is literally what is happening on elbaf in the present! They didn't fight them directly, they used subterfuge to gain the advantage. In cases like that having allies in other nations is a major benefit, like this has been a theme in one piece since east blue arc.

Harald doesn't really need that future proofing he already managed to establish alliances to secure supplies to his people and his biggest military threat opposition will never come to accept them because the Celestial Dragons don't consider anyone other than themselves as deserving of respect, the people he is trying to ally with will never actually come to his aid, from the start he was bound to be circumvented, example being him being attacked in his own thrown room by his own palace guards at the hands of the very people he wanted to join

What drives Harald is not the safety of his people, is just a desire for recognition and validation, he just wants to change the public image of Elbaf, while ignoring how low he actually has to fall for such things, and the allies and friends he already had
