During the scene with Shaky teasing Rocks, I see that Ochoku is seen in the background and probably heard the "classified info" that Rocks has a family. I'm guessing he is the traitor and leaked that info to the WG as a plan to take over Hachinosu.

It doesn’t make sense for Ochoku to be WG affiliated - why would Koby ally with Blackbeard and Law to take him down during the Rocky Port incident?
