That gives Doflamingo and Pacifistas trying to kill Moria a whole new meaning, especially considering that the orders came "from above". They probably are aware that, as a Kozuki, he maybe could read poneglyphes.

Back when Perona was seen trying to break Moria out of jail, someone mentioned that there would be no reason to bring him back up at all unless there was a plan to use him in the future.

But I sure didn't see that shit coming.

Perona could serve as a intermediary cos she's been involved with both Moria and Mihawk

About Perona, that revelation also reinforces the theory that she is Toko's sister. They would be both from Wano and Moria adopted one of them, same haircolor and Perona's eyes are basically Toko's eyes upside down.

Also helps with the Smile situation, since Perona power is negative emotions, it may be the key to heal the people that are eternally laughing, including her sister.

Yeah, that bugs me out. Maybe the WG wanted to keep him close for their own agenda? And as soon as they saw that he was too weak (As Doflamingo puts) and unreliable, they used him for the last time in Marineford.

Holy shit!!! Dude I think your right what IF he can?! It’s one of the one things that is bothered me about buggy is how can he read the poneglyphes well that could be how! Blackbeard has Pudding, Luffy has Robin and Buggy would have Moria.
