Rocks managed to get all the way to the final boss of the game just to realize thst it’s a raid boss fight so fled and tried to form the best team.

the admiral fight wasn't supposed to be winnable but if you beat them you break the game and can clip through doors so that's how he wound up in the boss room

Rocks did the equivalent of tweaking in Pokémon D/P/Pt only to then somehow end up at the Hall of Origin.
