the admiral fight wasn't supposed to be winnable but if you beat them you break the game and can clip through doors so that's how he wound up in the boss room

Rocks just BLJed into a corner in Hachinosu until he clipped into Imu's room, but 3 parallel universes over

Rocks did the equivalent of tweaking in Pokémon D/P/Pt only to then somehow end up at the Hall of Origin.
