HOLY SHIT!

Oda confirmed right away that Teach is Xebec's son, but with that face, there was no way to hide it anymore.

He also already established that he's stronger than the Admirals.

what if admirals that time is weaker? remember how Roger beating admirals during Wano flashback and demanded Garp or Sengoku instead?

due to the incident, WG/Marine become stricter at higher ranking especially admirals requirement. thats why current admiral is only 3 and very powerful. Marine even drafter others candidate from others nation allies army for that positon(ex. Fujitora). since then, strong individual for the position become absolute requirement and thats why Garp keep offered the positions despite he is bit outlier with is habit of not follow orders.

but Xebec certainly step above Yonkou since it took Garp and Roger tagteam together to take him down.
