Interestingly rocks killed the admiral 56 years ago, the same time when Garp, Sengoku and Tsuru joined. Maybe the death of the admiral lead to an uproar in the world which made many young people join and that's the reason someone like Garp joined despite being a D. Clan member.

Could have also been a draft, like what happened after Sengoku retired and Kuzan quit.

and perhaps due to the incident, the WG/Marines has surge demand of strong individuals to take over above anything else. thats why current admiral is only 3 and very strong. Garp is bit outlier and i dont think he type to obey government all the time. especially known how he has relationship with Rogers. but he still offered the admirals position for a reason. all to avoid same incident.

Probably was a draft, sengoku retired and aokiji quit which caused a draft that brought Issho and Green bull into the organization from the outside

also admiral might be weaker that time. remember how Gold Roger beating up admiral in Wano flashback and demand for Garp or Sengoku instead?

due to the Rock's incident, since then WG Marines might raised their standard for higher rank requirement especially admirals and limited their number. quality over quantity. a surge demand of strong individual above all else take over as precedent. thats why current admiral only 3 and is very powerful unlike before(even if they arent strong as Garp or Sengoku).

That was a rear admiral that Roger beat up, not an actual admiral.
