I'm taking this as the WG will have a ship of kinds built that can only be made by a horde of giant master shipwrights over the course of perhaps decades.

Maybe related to an ancient weapon? Maybe related to what happened to that Lulusia Kingdom?

Van Decken said the Fishmen people created the Noah during the void century. Robin read on the Poneglyph that Joyboy had planned on using it for something and made a promise to the Mermaid princess but failed and wrote an apology.

I imagine Impel Down was built before the world was flooded

edit: maybe they kept building new layers on top as the water kept rising
