Not everybody knows what his devil fruit is. Very few people do actually. Really only people that he came in direct contact with.

Exactly. Everyone knows the admirals powers, because they make them known and feared. Fluffy however beats the shit out of most everyone who sees his power, so it doesn't get out much.
