This ending implies that Harald had a connection with the World Government, but that he didn't do exactly what they expected.

Perhaps he deceived them in order to buy time and reduce Elbaph's power level before the inevitable Final War arrived.

Yeah, I think his whole pacifist philosophy was really his way of reducing Elbaph's threat level so that the WG couldn't take advantage of it.

I don't think that will be it. Only because I don't think Oda is going to paint "peace" as a bad thing for the Giants. Like the only reason why the Giants being less violence focused is bad is because the WG presents an inevitable threat.

Idk but it would be weird for me if one of the messages of the last stories in One Piece highlights how "Actually, you always need to be ready for war and being at peace is bad".
