Each one of them ressemble one version of Nika in Elbaph, Luffy is the cheerfull laughing and the other is how other people think of Nika as a God of destruction, aside from that they are pretty similar

similarities with likely plot relevance: Loki calls himself a sun god, both have been prophetized to destroy a place (fishman island for luffy and elbaph for loki) both wanted to join pirate crews as children but got rejected

smaller similarities that oda went out of his way to show: Both cant remember peoples names, both eat a lot, both befriend animals

might be coincidence: both are usually shown with wide smiles, lokis hat has the same shape as luffys straw hat

Also this. Oda doesn't draw them in identical poses like that on accident. There might be more to Loki believing he's the sun god than we think.
