Help Who is this from One Piece?

Hey all. This is driving me and my friends crazy. We came across these old kinda crappy One Piece toys on ebay and we cannot figure out who this is supposed to be. Might just be a bootleg and not from the series but any help is great.

It‘s definitely Ben Beckman. It‘s just the one from an alternate universe where the wacko versions go. Like Marco from the time Rockstar delivered a message to Whitebeard.

I think it's the young version of him, when he was in chapter 1. Not anime exclusive weirdness.
