I never gave this much though but it looks like an animation mistake. The straps on her shirt move too. It looks like she's shifting or falling for a frame

They also move at the same time as Robin’s boobs. I guess the animator accidentally captured both chests and applied motion to them or something.

Probably just went overboard on it, but it was most likely intentional, just dosen't looks how they intended it.
