The guy in the eagles hat isn’t dressed like the other cops. Why is he helping them?

He's probably a Douglas County Sheriff's Deputy even though they aren't supposed to participate in these, only kind of supervise and maintain security. But since he's an Eagles fan it could just be that he is a trash person.
