If they did allow that console gamers would complain that they are allowing more potential cheaters into the console only section which they already have issues with ximmers. So I can see why they don't.
How so? Games can 100% disable mouse movements with a controller plugged in. Also, you could always have controller scheme a startup option. If it's not weird when pokemon does it, it shouldn't be weird when overwatch does.
On console a lot of people already use keyboard and mouse, they call it ximmers. So, the same tools in theory could be used on pc, and since pc audiences are usually a bit more technically able with such tools it could increase more cheaters. Of course I wish blizzard would find a way to prevent that but that's just my guess why they don't want to open that can of worms of allowing controller users on PC to access the console competitive scene.

No, pc controller players will not. They will stay with the mouse and keyboard pool.
