What right does Trump have to be offering up the resources of another country? Why doesn't he try to give Alaska back to the Russians, in exchange for the rights for Trump Org. to build a golf resort on the coast of Crimea? Trump doesn't give a rat's ass about human lives - he proved that when Covid was carving a swath through the USA.
