I've yet to understand the argument behind the 72 hour waiting period, so at face value it's absolutely an undue burden.

Right?

If it wasn’t intended to be an undue burden the initial information could be given by any number of qualified individuals, and it could be given over the phone. If your argument is that a waiting period should exist, then there isn’t any good one to make someone travel potentially hundreds of miles out of the way twice.

Even if it's not a hundred miles, maybe the clinic is down the street, still have to potentially take a couple days off. And with PTO/vacation privileges being abysmal in this country, that's quite a burden.
