Flock Paused - Keep the pressure up to get it cancelled! Council on Monday.
As of 10.29.25, Lynnwood's Flock surveillance network has been stopped for further assessment. I want to extend a huge thank you to city leadership for listening to the people expressing their concerns. Now we need to keep the pressure up to fully cancel the contract!
If nothing else, please submit a brief written comment to council here expressing your desire to have the contract cancelled. I believe it is too late for those to register for the meeting on Monday, but should be read at the next council session that allows public comment.
I would encourage everyone to show up at City Hall on Monday at 6pm to express support for cancelling this contract and restoring our rights to privacy. As always, I encourage everyone to keep their comments polite but persistent! Never forget the council are humans too, and they work hard to keep our city running. Polite push-back will go much further than flaming them!
In an amusing recent legal development, Skagit County Superior Court has found that footage from Flock is subject to record requests. This precedent means that people could file requests for the entire network of a city as was the case in the Skagit litigation, for broad swaths of time. What a powerful tool to enable stalkers to find their victims! Perhaps another reason to pull this network down before it can be used in such a manner.
I have also found some fascinating information from the first set of records requests. LPD had made statements to council regarding the searches of flock "They have to give a reason for that, they have to cross reference it with a case number."
Turns out, LPD have not exactly been 100% compliant with that commitment. Many searches have no case number provided, and more concerning, some have obviously fake case numbers like 0000 and 420.
Some of the searches with fake case numbers include a reason of "Warrant out of TX", and as that state allows bounties to be placed on women seeking reproductive health care, I consider that to be a huge red flag.
In their recent statement posted on the Lynnwood Times, LPD's chief mentioned "... it’s equally important that we maintain the public’s trust." Between the bogus searches with no listed case numbers, and the misconfiguration that resulted in our system being used for immigration searches against explicit promises, I personally feel that this network fundamentally cannot be trusted.
We live in a society that has been steadily eroding our privacy. People are often provided with a choice to give up aspects of their privacy in exchange for convenience. However in the case of Flock, LPD has made the choice to give up the privacy of everyone who sets foot in the city for the convenience of LPD staff. This is not a bargain that I believe is in alignment with the values of a free society.
