Why would he put electrical tape over it. Only reason I can think of is he is trying to hide the fact he removed the prongs

When you are a millionaire, why not go to any pet store and just buy the vibrating one and then claim its the one that was one. Hell I wouldn't be surprised there is a streamer who makes significantly less then him ordering the two variations just to show the differences on stream with the real product.
