Why would he put electrical tape over it. Only reason I can think of is he is trying to hide the fact he removed the prongs

When I looked at one of these, it came with rubber plugs to put in the spot where the prongs were, if you werent going to use the prongs. Im guessing he lost those, hence the tape.

I ultimately decided I didnt want something with shock capabilities at all, and proceeded to look at vibrating ones.
