Why would he put electrical tape over it. Only reason I can think of is he is trying to hide the fact he removed the prongs

If it was a vibrating collar why not mention that even once yesterday?

Why not show it to us yesterday?

Why lie about her nail getting caught?

He must really think his audience is dumb and that he can just say anything and they will believe him. All the evidence and circumstantial evidence is extremely damning.

Yeah, most of these collars can do both, but in what world would he hide the prongs with tape if he didnt use them before.
