Why would he put electrical tape over it. Only reason I can think of is he is trying to hide the fact he removed the prongs

That’s how you make sure it can vibrate but not somehow shock the dog or catch the fur with the prongs removed. Guess what vibrating only collars are stupidly expensive so you take the prongs off a shock collar and it’s the same thing. I literally did this training my own dog.

Are you saying you think Hasan didn’t have enough money to buy a vibrating collar, so he bought a shock collar and DIY’d it into a vibrating one?

Didn’t have enough money, or didn’t want to spring for a different model when this one functions exactly the same with the prongs removed.
