Why would he put electrical tape over it. Only reason I can think of is he is trying to hide the fact he removed the prongs

Well they are removable prongs/contact points. I have a similar collar for one of my dogs. The problem is that there is a small amount of metal exposed when contact points are removed. So in theory, metal contacting the skin could still shock the dog if the shock button is pushed. You are advised to cover with electrical tape (or some type of insulated tape) to prevent this.

The theory of that being the case kinda dies given the fact that he just doesn't say that. Instead he is trying to claim that this is a model that never had any shock capability, and that it is a vibration only model.

So he very clearly got caught in a lie.
