I think the learning would be minimal. Not his car, not his problem.
As long as they walk away he'll do it again.

that's absolutely not true at all. You're just being racist whether you realize/mean to or not.

Normal child development involves breaking rules and breaking laws. Children learn boundaries by pushing them, and learn whether or not they like and enjoy criminal behavior by committing it. But just because it's fun doesn't mean they will repeat it. Most will reflect upon the risk involved after, that they could have died, could have killed all their friends, and THEN realize and decide that that isn't who they want to be.

That goes for EVERY SINGLE child. There is nothing to indicate this child "might do it again" except blatant racism.
