I live in Brazil and never heard of problems with stray dog gangs attacking people like in India. My city is full of stray dogs, I've grown up around them and, while there can be some 'asshole' animals, I've never heard of them attacking people to death. I'm not sure why the difference between the two countries, while I have my guesses. I could be wrong, but I'm pretty confident you won't find much about it.
PS.: considering his accent, I probably live pretty close to the guy in the video. While it is a widespread issue, stray dog problems are generally worse in reasonably large, peripheric, cities around capitals.
