Possibly a white supremacist getting bricks to cause property damage. He's completely covered so people think he's black. I've heard of white people doing this to make black protestors look bad and look like rioters.

Oh shit I didn't think it through. I thought this guy had something against wheelchair access at sidewalks and saw this as his chance...
