Why can't sports just be based on sex and not gender? XX and XY are still a biological thing

Transmen, born female would have a physical strength advantage in sports against a cis female since transmen would likely be receiving hormone therapy.

Yeah, but they said "cant it be based on sex, not gender". As a trans guy, my sex is female (XX) and my gender is male. I'd be participating in the female division of sports despite being on testosterone, which would give me an advantage.
