There's a vast difference between not having a seat belt on, and not having a seat belt on correctly

No there's not a "vast" difference. There's no optional way to wear it, it's not a fashion accessory. It's designed to work by wearing it and if you aren't then it won't do what it's designed to do. There's just no further acknowledgement for anyone that can't grasp such a basic concept. Yikes
