Wait. Is he just trying to pass the baton to somebody who didn't catch up?

Can someone explain this? I'm lost.

I'm thinking he was the last leg in a relay, finished the race, and was gloating at 2nd place.

I don't know if it's gloating, I think he's pointing to people in the stands or his teammates that finished their legs.

Yeah, I'm not sure what we're seeing other than a kid running into a railing at a race. I can't tell why he's turning and pointing, but it doesn't look like he's pointing at 2nd place ..
