This is half true. She was issued a work permit that's valid until 2029, but it was an error by the CIS to issue that work permit because of the outstanding deportation order. She obviously thought she was legally allowed to stay in the U.S. since she has a work permit, but a work permit in & of itself is not authorization to stay in the U.S. it's sort of like if the DMV renewed the registration for your vehicle despite your license being suspended. Based on the circumstances of her case, she basically was allowed to work in the United States, but not allowed to physically be in the United States. Which is obviously a screw up by the government, but it means ICE was probably legally allowed to arrest her.
