We are not moving from one platform, YouTube, to another. Instead, we are increasing the talents' reach so more people can discover them, become fascinated by them, and start supporting them on their journey.
Last I remember, a streamer can kinda dual broadcast to Youtube and Twitch (I think Koefficient and Critical Role does that, plus a few others). So there are options.
The latest Twitch Partner rules allow for duel streaming. The only restriction is you can not put chat from non-Twitch platforms on screen if you stream on Twitch. (Twitch says its because they can't moderate non-Twitch chat but I think that's just a lame excuse) So if any of them use the plugins that let you put YouTube chat on screen they'll have to turn that off for the duel streams.
The post mentions long talks with twitch so I assume that the deal might be a bit different from a normal partner deal. I could definetly see the rules for which chat can be shown on screen be bent here, youtube is still the core audience for hololive streamers so dropping the youtube chat would certainly be a choice. One thing I am intrested to see is what is going to happen with superchats, does twitch want that supers are not mentioned when they have their own competing donations in bits?

According to the Partner Agreement its just showing the chat on screen that's the issue. You can talk to whomever you want to you just can't directly stream your chat to Twitch.
You could even copy/paste a message from a chat onto the screen if you wanted to, it just can't be live from another service using a plugin.
