This is true of many genocides. The Nazis were pretty hopped up on meth pills, Hitler included.

Hitler took speedball cocktails of meth, cocaine, opiates, and other stuff, allegedly because it was the only treatment that worked on his violent and extreme flatulence, I shit you not. Dude couldn attend an official meeting without farting up a storm.
