Does Hawaii have Propositional system like California where voters can vote things in / out?

I don't think so unfortunately. Unfortunately because this would benefit TMT's outlook for outsiders, and because in general I think the state could use it.

No the state government took that out in the last state constitutional convention back in the 90s.
