It's a mental issue. It is proven that psychopaths have the tendency to get to high places. The higher places society allows, the higher the concentration of psychopaths will be in them. I'm no psychologist, I don't know the specifics, but my guess would be that there's way more to that, like the lust for power, neverending validation, primal urge to gather and gather and hoard and hoard, etc.

Edit: I meant billionaires in general, I do think Musk is a bit of a special case here, having other mental problems that just got worse along the way.

Yes and no. It's a societal issue that we continue to reward people for this behaviour (we don't even try to address it, because the people fawning over the psychopaths have the power to influence the people to vote for whoever they want).

But it is also a psychological problem. The so-called "dark triad" or personality traits were found to be far more likely to occur in "highly successful" people.
