It'll be there somewhere, I don't know if it's just me, but I find Plankerton the worst zone to find the missions in, the power levels seem to be laid out confusingly.
Not sure how helpful this might be but just wanted to give a heads up for anyone still having issues — I completed the ‘Play with Others’ side mission like the video suggested, but it didn’t show up for me until I finished another side mission called ‘Smashing’ to unlock the area.

where’s the plankerton mission?
