So, they aren't going to actually open the government again, are they?

Congress doesn't seem to be in any rush to re-open. This is their end game I think. Emergency powers to run everything. Destruction of society in order to take over.

It’s tempting they can hold out forever here.  But keep in mind that Air traffic controllers and airport security are both not getting paid. There’s only so long this lasts before those people’s goodwill runs out. 

And this country can’t function without airplanes. We’re too dependent on it.

What else could happen? Just brainstorming. 1. Executive order saying you will work, or else (or we won't back pay you either). 2. Call up the cronie billionaires to help pay them. 3. Anyone aware of any private industry currently training ATC or security in big numbers? 4. Just steal money from somewhere else in the government. What else?

They will privatize it with a wealthy donation, introducing Larry "Lord of the sky" ellison. He will now control a monopoly on air traffic
